Badges come from having done (and continuing to do) work, not before. The "community helper" badge is for those who have already done much work here, showing up almost every day to help other members. The "translator" badge is for those who have done translations. I got my "editing" badge from years of helping editing sermons and pages on the JoS.
Badges are not assigned until the member has proven themselves to already have done the work.
